Tank Vessel Dangerous Liquids (Formally Tankerman PIC) Course

This course is self-paced in an online format based on the 40 hour standard classroom Tankermen PIC course, IMO Model Course 1.01 (Basic Training for Oil & Chemical Tanker Cargo Operations) and Model Course 1.02 (Advanced Training for Oil Tanker Cargo Operations)

Tank Vessel Dangerous Liquids
(Formally Tankerman PIC)

Any mariner who successfully completes this course will satisfy the training requirements of the following:

46 CFR 13.201(c)(4) for original issuance or 46 CFR 13.120(a)(2) for renewal of Tankerman-PIC (DL); and

46 CFR 13.301(c)(4) for original issuance or 46 CFR 13.120(c)(2) for renewal of Tankerman-PIC (Barge) (DL); and

46 CFR 13.401(e)(1) for original issuance or 46 CFR 13.120(b)(2) for renewal of Tankerman-Assistant (DL); and

46 CFR 13.501(c)(4) for original issuance or 46 CFR 13.120(d)(2) for renewal of Tankerman-Engineer (DL); and

46 CFR 13.609(a)(2) / STCW Code Section A-V/1, Table A-V/1-1-1 (Basic Oil & Chemical Tanker Cargo Operations).

Additionally, to receive the Advanced Oil and/or Advanced Chemical STCW endorsement(s), the applicant must submit a statement signed by the Master, Chief Mate, or Chief Engineer (as appropriate to the endorsement sought) of an oil and/or chemical tanker attesting the mariner is fully capable of supervising transfers of dangerous liquid cargo in accordance with NVIC 22-14, Enclosure (1), paragraphs 4 or 5. With that statement, this training also meets:

46 CFR 13.603(a)(2), (b)(2), (c)(2) / STCW Code Table A-V/1-1-2 (Advanced Oil Tanker Cargo Operations); and/or

46 CFR 13.605(a)(2), (b)(2), (c)(2) / STCW Code Table A-V/1-1-3 (Advanced Chemical Tanker Cargo Operations).

Tankerman-PIC

A Tankerman-PIC (Dangerous Liquids) is responsible for the safe transfer, loading, and discharge of liquid cargoes such as petroleum products, crude oil, chemicals, or other hazardous liquids aboard tank barges or tank ships. This role ensures that all cargo operations comply with U.S. Coast Guard regulations (46 CFR 13), company procedures, environmental laws (MARPOL, CFR 33/46), and industry best practices.


Primary Duties & Responsibilities

Serve as Person in Charge (PIC) of cargo transfers involving dangerous liquids, overseeing all loading, discharge, and internal transfer operations.

Conduct pre-transfer inspections and checklists, ensuring all hoses, manifolds, valves, and safety systems are properly aligned and operational.

Communicate directly with shoreside terminal personnel, the vessel’s master, and other PICs during cargo operations.

Verify that cargo containment, venting, and gauging systems are correctly configured and that vapor recovery systems (if required) are connected and functioning.

Supervise deckhands and crew members involved in cargo operations, ensuring adherence to safety and pollution-prevention procedures.

Monitor tank levels, pressures, and temperatures throughout transfer operations, maintaining accurate logs and documentation.

Implement and enforce company and regulatory safety management systems (SMS), including hot work, confined space, and PPE requirements.

Respond immediately to spills, leaks, or emergencies, taking corrective actions in accordance with vessel and company emergency plans.

Conduct or assist in tank cleaning, gas freeing, and inerting operations as necessary.

Maintain and test transfer equipment (pumps, hoses, emergency shutoffs) to ensure regulatory compliance and readiness.

Prepare and maintain transfer records, cargo documents, and PIC logbooks required by 46 CFR and company policy.

Course Requirements

A smartphone, tablet or computer is required to work through the course.

The following is the minimum computer requirements for the final proctor exams:
  • Desktop or laptop computer (Mac, Windows, or Chromebook)
  • Windows 7 or newer / macOS 10.10 or newer
  • Minimum internet speed: 1 Mbps download & upload
  • Google Chrome (version 74 or higher)
  • Web camera and microphone (required for final exam)

Testing Requirements:
  • Final Exam: 50 multiple-choice questions
  • Passing Score: 70%
  • Attempts Allowed: 3
  • Exam Format: AI-proctored online via SmarterServices
